Alabama Sales Tax Holiday Starts Aug. 6

This year's sales tax holiday will be Aug. 6 through Aug. 8, a tax-free weekend declared by the Alabama Department of Revenue giving shoppers a break on their back-to-school purchases.

This is the holiday's fifth year in Alabama, and it waives sales tax from store items such as clothing, school supplies and uniforms.

Stemming from Alabama legislation passed in 2006 that allows families to buy what they need for the school year without the sting of sales tax, it doesn't include non-academic items, such as sports gear, cell phones and jewelry.

The holiday begins at 12:01 a.m. that Friday and ends at midnight the following Sunday. Mobile and Baldwin counties are participating in the tax-free weekend, like they have in years past.

With the Mobile City Council's 5-2 vote to increase sales tax to 10 percent, which took effect this past June, the sales tax holiday couldn't be more timely for families budgeting their way through a rough economy.

Not all families are taking advantage of the tax-free weekend, though, because it's right before the first week of school.

While shopping at Shoe Station by Bel Air Mall in Mobile on Wednesday, Semmes resident Tammy Williams said she has heard people saying they will wait until Aug. 6 to buy their children's school things.

"I don't like to wait until the last minute," said Williams, who was shopping with her daughter, a ninth-grader at Mary G. Montgomery High School.

While Williams appreciates the tax relief, she said, knowing she'll find plenty of clothing in her daughter's size outweighs any money saved.

Like other stores, Target in Mobile's Bel Air Mall benefits from a sales increase during the tax-free weekend, according to the store's spokeswoman, Sanaa El Khattabi.

"People are going to shop more," El Khattabi said Wednesday. That weekend, people generally purchase school supplies and things on clearance.

"Anything that could help them for the upcoming year," she said, adding that Target's large uniform selection attracts a lot of shoppers, too.

The City Council in Brewton voted to skip the holiday this year, according to City Clerk John Angel. Most of Brewton's council members felt it necessary to keep the tax revenue flowing into the city, according to Angel.

"We hang onto every dollar," he said Wednesday.

In addition to Brewton, The Alabama Department of Revenue says the cities of Atmore, Detroit and Chatom have declined to participate in this year's tax-free holiday.

Birmingham home sales drop in June but price rises

The number of Birmingham area homes sold in June dropped but total dollar sales rose, according to the Rudulph/Brander Monthly Real Estate Report.

In June, 1,346 homes sold for a total of $236.8 million, compared to 1,368 homes sold in May for $214.9 million.

New home sales improved month-over-month by 20 percent in June to 247 new homes sold, but used homes fell by 4 percent over May to 1,099.

Average price for new homes sold increased by more than 9 percent in June over May to $219,004, while average price for used homes also rose by more than 9 percent to $166,246.

“New inventory is now well below the 1,800 level, which reflects more normal pre-2004 levels with 6.7 months supply at the reduced sales pace,” said the report. “In light of the heavy used inventory, and low sales levels, I would not be in a rush to build.”

Year-to-date, total dollar sales rose 3 percent to nearly $1.1 billion, compared to the same six months last year, and total units sold increased 6 percent to 6,831.

Alabama home sales rise 6% in May

Home sales in Alabama rose more than 6 percent in May, as national numbers showed a monthly decline.

The Alabama Center for Real Estate said 4,082 homes sold last month in the state, up nearly 6.5 percent from April and more than 23 percent from May a year ago. Year-to-date, sales were up nearly 15 percent.

Selling price rose a fraction from a year ago, while monthly numbers showed stronger gains, with median selling price up nearly 8 percent over April and average price up more than 6 percent over the previous month.

However, inventory rose nearly 6 percent from last year and more than 2 percent from the previous month to 41,935 homes listed for sale in Alabama.

All of Alabama’s metropolitan markets showed monthly and yearly gains, according to the report, while most rural markets saw declines.

The National Association of Realtors reported Tuesday home sales were down 2.2 percent in May over the previous month, but up nearly 20 percent more than May 2009.

New Home Sales Bounce Almost 27% Higher in March 2010

Sales of new homes broke out of a four-month winter slump with a bang in March 2010, soaring 26.9% over February, the government recently said, evidence that federal tax incentives for buyers due to expire next week are giving the housing market a boost.

The March figures were meager by historical standards, bouncing off an all-time low in February, and analysts said job creation was paramount for the momentum to sustain itself.

“It shows that the tax credit still has some punch, and we will probably see some better sales numbers for April,” said Mark Zandi, chief economist for Moody’s Economy.com. But “if we don’t get more jobs, the housing market is going nowhere.”

The news came after a report showed that sales of previously owned homes rose 6.8% in March. Although new-home sales make up a much smaller share of home-buying activity, economists are watching the data carefully as an indicator of whether the beleaguered construction industry will begin to add jobs in substantial numbers.

Home builders’ stocks climbed, with the Standard & Poor’s index of 12 major builders increasing nearly 11%.

Last year, housing was a drag on economic growth, but that could turn this year, said David Crowe, chief economist for the National Association of Homebuilders. Housing should contribute positively to the nation’s first-quarter growth when the government’s report on gross domestic product is released, he said.

New-home sales in March jumped the most in markets hit by February’s winter storms. They rose 43.5% in the South, 35.7% in the Northeast, 5.7% in the West and 4.3% in the Midwest.

The data are estimates based on surveys and are reported as an annual sales pace adjusted to take seasonal variations into account. The March sales pace hit an annual rate of 411,000 homes.

February’s revised annual rate of 324,000 was the lowest since the government began tracking such statistics in 1963. That made it easy for March figures to show a surge.

Zandi estimated that, stripping out the effects of February’s inclement weather and the influence of the tax credit, last month’s sales pace was closer to 350,000.

“The one thing to keep in mind is that these are still really horrible numbers,” said Patrick Newport, U.S. economist for the consultancy IHS Global Insight. “The only reason they look good is because February’s were the worst numbers ever.”

Sales are likely to fall once the tax credit expires but will recover later this year if the economy picks up steam, he said.

Newport was encouraged that about a third of homes bought in March had not begun construction, which suggests the shoppers, who were unlikely to close their sales in time to qualify for the government’s tax credit, were tempted by factors such as cheap prices and low interest rates.

Richard Voith, a real estate expert at the consulting firm Econsult Corp. in Philadelphia, predicted that the momentum would continue. “It will be a decent summer,” he said.

Inventory declined to levels not seen since March 1971, with the seasonally adjusted estimate of new houses for sale at the end of last month standing at 228,000. That represents a supply of 6.7 months at the current sales rate. The median sales price of new houses sold in March was $214,000.

Builders have suffered significantly from the recession, the credit crunch and competition from bank-owned properties. As a result, they have changed their business models, constructing smaller, cheaper dwellings to attract first-time buyers and putting up fewer houses that don’t have buyers lined up in advance.

Despite slumping sales this year, builders have begun construction on homes at a faster rate than last year, with many counting on a boost from the federal tax credit of up to $8,000 for first-time purchasers and $6,500 for some current homeowners.

“New homes are selling, so builders were smart,” Newport said. “They are not going to slow down the pace.”

Birmingham home sales take big March leap

Birmingham area home sales were up more than 55 percent in March over the previous month, according to TomBrander.com.

The local real estate blog reported that total dollar sales for area homes sold in March totaled $177.4 million, a 55.3 percent increase over February’s $114.2 million and a nearly 9 percent increase over March of last year.

Month-over-month unit sales increased, too, by 46 percent to 1,185 in March, compared to 810 in February. That’s a 12 percent increase over the same month in 2009. New home sales saw a monthly gain of 97 percent to 207 sold during the month.

However, a “larger than normal” inventory increase in new and used homes is ongoing. Despite a year-over-year decrease in inventory of 2 percent, Brander said the months of inventory has begun to creep up, particularly in some of Birmingham’s more affluent areas, like Homewood, which currently has a 14-month supply of used inventory.

And the 12-month moving average for average sales prices continues to head down, reflecting the majority of the sales in the lower price range and the near-absence of high-end home sales.

But the jump in March sales could signal a thaw in the market.

“We have not seen this sort of month-to-month gain since the boom years of 2004-2007,” said Brander. “We expect the outlook for sales next month to trend up. The twelve month moving average line of total dollar sales chart again seems to be fairly ‘flat’. This is a sign of the market beginning to find its footing.”

Birmingham area home sales up 14% in February

Birmingham area home sales picked up in February, as the traditional buying time in the real estate industry approaches.

The Birmingham Association of Realtors said 645 homes sold last month, a 14 percent increase over January, but an 11 percent decrease over the same month last year, according to data from the Birmingham Multiple Listing Service.

Alabama home sales increased 4 percent in January. February numbers have not been released yet.

Average price in February declined 13 percent to $149,204, compared to last year, but median price increased by 1 percent to $131,900. Without foreclosure sales data included, the association said average price would have been $196,703, a 15 percent decrease from $230,983 last year.

Inventory remained flat year-over-year and totaled 10,500 homes on the market by the end of the month.

Year-to-date sales were down 6 percent compared to the first two months of last year, while average price decreased 4 percent and median price remained unchanged.

The southern portion of the metro area saw the most activity last month, with 261 homes sold. That was followed by the eastern portion with 211 sales, the western portion with 132 sales and the northern portion with 41 sales.

Slow Recovery May Be Leading to Serious Housing Shortages

Even as foreclosures continue to flood some of the worst-hit housing markets in the country, economists are beginning to sound the warning that today’s extremely low levels of new residential production could lead to significant housing shortages, especially among market-rate rental apartments, as household formation rates return to normal.

The housing downturn and economic recession have kept household formation rates at below-normal levels for roughly three years, said NAHB Chief Economist David Crowe. As the economy moves to higher ground, the housing market will begin to feel the pressure from new households, he said, and there will be a surge of demand from echo boomers, who comprise an even larger group than their baby-boomer parents.

NAHB economists project that the industry will need to deliver 16 million homes over the next 10 years to keep pace with demand. As the excess inventory is worked off, which is likely by the end of 2012, the long-run demand for new housing — based on population growth, immigration and the replacement of losses from the housing stock — will average approximately 1.5 million single-family and 300,000 multifamily units annually, or about 1.8 to 1.9 million total starts.

Coming off extremely low levels of construction, starts last month were running at a seasonally adjusted annual rate of 591,000, a level that is far below what will be needed.

When housing starts bottomed out in the first quarter of 2009, they were running at only 27% of average starts during the “normal” production period of 2000 to 2003, according to analysis by NAHB. This year, production is expected to rise to 45% of normal, with a further increase to 67% of normal next year.

The road back to normal levels of residential construction will be longer for some states than others. By the end of 2011, the top 20% of the states will see their production levels back to normal. Those states include Montana, Wyoming, North Dakota, New Mexico, Kansas, Oklahoma, Texas, Louisiana, Mississippi and Alabama.

NAHB is forecasting 647,000 total housing starts in 2010 and 991,000 in 2011, an indication of expectations for housing to recover at a relatively slow pace. Curtailed credit to build new housing is a major constraint, and the availability of acquisition, development and construction (AD&C) financing is expected to remain exceptionally tight even during the early phases of the housing upturn.

Severe Apartment Shortages

Multifamily developers at last month’s International Builders’ Show said that their segment of the housing industry is suffering disproportionately because of the credit crisis. New multifamily construction has been reduced to a snail’s pace, they said.

With multifamily buildings typically requiring two to three years to be completed, leaders in the industry predict that there will be a severe shortage of apartments over the next few years.

“We desperately need lenders to begin financing apartment communities again,” said Crowe. “The vacancy rate for apartments is elevated now, but as the economy recovers and jobs return, the people who have been doubling up with relatives and friends will want a place of their own — and there may not be one available.”

Builders are expected to break ground on only 87,000 multifamily units this year, according to NAHB projections, compared to an average of about 300,000 in recent years.

NAHB Senior Economist Bernard Markstein said that the multifamily starts rate was unlikely to break 100,000 units on a sustained basis until the end of this year. Multifamily will be lagging behind other sectors, he said, in a slow and protracted recovery that will bring total production to 150,000 units in 2011.

Further declines in the nation’s homeownership rate and a corresponding rise in the renter share of total households will only exacerbate the impact of today’s anemic pace of multifamily rental property construction.

A large number of Generation Y professionals and newly formed households — for whom multifamily is often the most attractive option — are expected to enter the housing market soon. They are likely to find fewer market-rate and affordable rental units to choose from, and higher rents due to increased demand.

Convention-goers heard some sobering first-hand accounts of the current climate for multifamily development from three members of NAHB’s Multifamily Leadership Board:

* Jerry Durkin, chairman and CEO of Wood Partners in Atlanta, said that his company started one 150-unit project last year, down from an annual average of about 3,600 units over the past 10 years. This year he said three projects — a distressed condo rehab in California and small buildings in Boston and Atlanta — should increase his firm’s starts to 500 units, down from the 6,500-unit range in 2006-2007.

Most sources of money are “on the sidelines,” he said, and most deals need to be small. “Capital has to free up in 2010 for things to get going in 2011,” he said, “so next year is likely to be slow.”

* Mark Tennison, CEO of Equity Residential, a multifamily REIT based in Chicago, said starts would be limited this year but opportunities should be increasing in 2011 and 2012 in larger urban markets such as New York City, Los Angeles, Boston, Washington, D.C. and Seattle.

Tennison is also looking to improve Equity’s portfolio in the larger coastal markets by acquiring “high-spec, high-quality properties that were built as condos.”

* Michael Costa, president and CEO of MacFarlane Costa Housing Partners in Gardena, Calif., a builder of affordable/tax credit housing communities nationwide, said he is working today on four projects. That’s compared to 90 projects in one stage or another at any given time in recent years and an annual starts rate of 30 to 35 projects averaging 100 to 150 units in the $15 to $30 million range.

“The focus is now back to our portfolios,” he said. “We are looking for ways to operate these as efficiently as possible.” Costa said he is looking for new development opportunities, but gap financing is needed because of lower loan-to-value ratios and “a lot less permanent financing available.”

Costa said he has pulled his company back from a national scope to concentrate on his home territory of California. He is looking to build a better portfolio by acquiring Low Income Housing Tax Credit properties whose subsidized status is coming to an end. “When the renters return, there will be much more demand than supply,” he said.

The panelists said they expect demand to outstrip the current supply of rental apartments by the middle of next year, with growing shortages through 2014. This is very likely, they said, to increase average market-rate rents by as much as 8% to 10% in both 2011 and 2012 and by 4% to 7% in 2013 through 2015.

The segment of the industry that benefits from these rising rents will be those who own rental apartments, Durkin said.

January Housing Starts at Strongest Pace in Six Months

Housing production in January rose 2.8% to a seasonally adjusted annual rate of 591,000 units, its strongest pace in six months, according to figures released by the U.S. Commerce Department on Feb. 17.

“Builders are starting to see the positive impacts of home buyer tax credits and other favorable buying conditions in terms of consumer demand, and are cautiously increasing production to meet that demand,” said NAHB Chairman Bob Jones.

“As our latest home builder surveys have indicated, today’s excellent home buying conditions — including the availability of tax credits for first-time and repeat buyers, very favorable mortgage rates and stabilizing home values — are helping drive potential buyers back to the market,” said NAHB Chief Economist David Crowe. However, he said, “A continuing shortfall in available credit for building projects is still producing a drag on new construction and slowing the progress of recovery in housing and the overall economy.”

Both single-family and multifamily starts improved in January, with the former rising 1.5% to a yearly pace of 484,000 units and the latter up 9.2%, at 107,000 units.

Meanwhile, overall permit issuance, which can be an indicator of future building activity, dipped 4.9% to a rate of 621,000 units in January, dragged down by a 23% drop in the multifamily sector to 114,000 units. Single-family permits remained virtually unchanged, rising 0.4% to 507,000 units.

Total housing starts gained ground in three out of four regions in January. Both the South and West improved for a third consecutive month, by 1% and 8.9%, respectively, and starts were up 10% in the Northeast. Starts were down 3.2% in the Midwest.

Conversely, permits declined in three out of four regions last month. They were down 17.8% in the Northeast, 20.2% in the Midwest and 1.3% in the South. Permits rose 8.5% in the West.

Birmingham Building Permits Rise

Building permits for new single family homes in Birmingham rose nearly 30 percent last month, said a new construction report released Wednesday.

According to the Alabama Center for Real Estate, 106 building permits were issued in November for new homes. That’s more than 29 percent over the 82 issued in the same month last year, but more than 13 percent less than the previous month. And year-to-date was down nearly 35 percent over the first 11 months of last year.

However, new home sales surged nearly 24 percent for the month in the Birmingham area and nearly 14 percent for the year. Year-to-date was down by 46 percent.

Alabama new home permits also saw a year-over-year increase. The center said 663 permits were issued last month for new homes in the state - nearly 18 percent over November 2008, but nearly 7 percent less than October.

But statewide sales surged more than 29 percent for the month and nearly 50 percent for the year.

The report also said housing inventory in Alabama’s metro areas decreased by 61 percent during November to a 5.6 month supply of new homes on the market, compared to last year’s 14.3 month supply.

The center’s prediction for 2010? “In 2010, Alabama housing starts and new construction sales are preliminarily projected to return to positive (year-over-year) growth of 10 to 15 percent.”

Construction has begun on the $31.2 million Mortimer Jordan High School, to be built on Bone Dry Road in Kimberly.

Students and faculty are preparing for a January 2011 opening, leaving behind a building that was built in 1920, Principal Barbara Snider said.

''There are wonderful things going on at this school but we are packed to the gills,'' she said. ''Every available nook and cranny has been made a classroom. Our biggest room, I divided into three exceptional ed classrooms.''

The community celebrated a groundbreaking this week, but support for the new school has been building for months, she said. Snider said 86-year-old ladies have been calling and asking when they would receive a groundbreaking invitation.

''It is so rich in tradition here,'' she said. ''The community very much supports their school. We have over 200 members in the alumni association and they are very active.''

Although the new school will be updated with modern classrooms, science labs, gymnasiums and cafeteria and much more, a touch of the old will remain.

''We have composites from the graduating classes, back to the 1950s hanging in the halls and lunchroom,'' Snider said. ''We plan to take a lot of things with us to incorporate that in the new school.''

Although support has been strong, some people were concerned about

moving Mortimer Jordan from Morris to Kimberly. And some parents questioned if the Kimberly roads could handle the school traffic.

Another concern was a rumor that the school name was going to change, Snider said.

''I can guarantee that the name of the school is going to be Mortimer Jordan High School,'' she said. ''And the traffic engineers said there are plans to widen the road with turn lanes.''

The Winter Construction Company in Atlanta was awarded the contract for the school this summer.

Nez Calhoun, spokeswoman for Jefferson County schools, said the project is part of the $400 million the system received in penny tax money.
